25 years ago, former president Cory Aquino created The Presidential Commission on Good Governance (PCGG) to rid the Philippines of corruption. In celebration of their 25th year, they are inviting the youth to join their contests with the theme"What is Good Government to Me?": A drawing contest for Grades 4-6 pupils, an essay writing contest for high school students, a short film making competition for college students and a search for model youth organizations. All of which seek to engage the youth on the concept of good governance and instill an importance of actively contributing to the improvement of the nation. Huge CASH prizes will be awarded to the winners.

Contest Requirements:
  • Drawing Contest
    • Currently-enrolled Filipino elementary students from Grade Four to Grade Six
  • Essay Contest
    • Currently-enrolled Filipino high school students
  • Film Making Contest
    • Currently-enrolled College school students
  • Model Youth Group
    • Open to all groups, organizations, clubs, and societies whose membership and leadership is composed of at least ten (10) members who are 15 to 24 years old
Contest Mechanics:
  • Drawing Contest
    1. Theme: "What is Good Government to Me?"
    2. Make a drawing on a sheet of white 8.5 x 11 paper (short bond paper) using pencil and crayons ONLY. Each entry must be originally drawn by the entrant
    3. On a separate paper, write your full name, age, complete address, contact numbers and attach a photocopy of your current school I.D. and enclose it with your drawing inside an envelope. NOTE: Do not fold the drawing
    4. Submit entries to via mail or hand-carry to

  • Essay Contest
    1. Theme: "What is Good Government to Me?"
    2. Write an essay about the theme with the following format: English, encoded (MS-Word format), font size 12, Times New Roman, double-spaced with a minimum of 1,300 words and a maximum of 2,000 words
    3. Email your essay with an attachment of an MS-Word file containing your full name, age, complete address, contact numbers and a scanned copy of your current school I.D. to pcgg25@gmail.com
    4. Your email entry will be acknowledged upon receipt
    5. Judging Criteria
      • 40% Originality & coherence
      • 40% Content
      • 20% Style and presentation

  • Film Making Contest
    1. Theme: "What is Good Government to Me?"
    2. Create a video answering the theme in 4 to 6 minutes
    3. You may do a music video, documentary, short film or any form or style of filmmaking

    5. Email an MS-Word file containing your full name, age, complete address, contact numbers and a scanned copy of your current school I.D. with the link of your video to pcgg25@gmail.com
    6. Your email entry will be acknowledged upon receipt

      • 35% Creativity and execution
      • 25% Technical aspects

  • Model Youth Group
    1. Organizations are judged on their recent and/or current project or program that had/has an impact on the community or target audience and which best reflects the efforts of the youth sector towards good governance.
    2. Project must have been undertaken in the last twelve (12) months or at least a major portion should have been undertaken on or before the deadline of submission of entries. A project proposal does not qualify as an entry.
    3. Submit three (3) copies of the following:
      • Accomplished Entry Form. Do not leave any items in the entry form blank.
      • List of officers, leaders and founders (if any). Please indicate name, position, contact number/s (landline and/or cellphone) and email addresses.
      • One-page certification attesting to the existence and veracity of information submitted:
        • for In-School Youth Organizations, a certification from the Office of Student Affairs
        • for Community-based, Out-of-School or Working Youth Organizations, a certification from the barangay
      • Submit a PROJECT/PROGRAM briefer using the prescribed format. This briefer shall contain the following details:
        • Background of the organization (1/2 page)
        • Description of your project/program entry (one page)
        • Background of your project entry (1/2 page)
        • People/organizations involved in the project or program and their corresponding roles (one page)
        • Beneficiaries of the project and how did they benefit from it (1/2 page)
        • Future plans for the project (1/2 page)
      • Three to five pages of project documentation (narrative report, photos, testimonies of partners or beneficiaries)
    4. Email scanned copies of all required documents to pcgg25@gmail.com. Your email entry will be acknowledged upon receipt.
    5. Judging Criteria
      • 35% Harnessing of volunteerism & active citizenship in governance
      • 35% Impact of the project entry
      • 10% Creativity and innovation
      • 20% Sustainability & effective use of resources
    6. Each organization can only submit one entry
